Are you refering to the Anime character Jin, the Wind Master?

If so, in japanese it is Kazetsukai which literally means master of the wind or wind controller.

I think it's Kaze Kozo. He was a legendary ninja who could use the wind and other sorcery to fight against his foes. Not to be confused with Songoku who could fly on clouds.
