Is it possible for a foreigner to attend college without a student visa in japan and if possible what are the names of the colleges?

Yes assuming you had some other visa or somehow arranged to study less then 90 days (when most temporary visitor status) expire.

If you are a spouse, dependent, worker etc in Japan yes you can go to college, assuming you got accepted into the program etc.

All that is true, but why wouldn't you just get the visa? It's not like it's too hard to obtain...

I know it easy to apply for a visa and obtain one but the problem is i want to attend college in japan,but it seems impossible

i dont have a degree but i'm learning the language and saving up to attened college and university
