You could come to Japan to attend a full-time Japanese language course at a school dedicated to such language study - they often have one or two year courses available for people who want to prepare to attend a Japanese university.
At colleges/universities in Japan, all lectures will be in Japanese, so you need to be quite good at the language to complete a degree course.
