I was just wondering if any kind of health insurance is necessary for entry to Japan. Or if there is a voluntary health insurance.

It is not required to have health insurance in order to enter Japan or stay there a short time as a tourist.
But residents of Japan have to join the national health insurance system.

Japan is just like the rest of the world when traveling. You would be taking a huge financial risk not to have an insurance cover for medical expenses whilst traveling.
