I will be travelling to Kyoto,then Tokyo from sydney
I want to buy a canon 70-400mm F4 IS L lens.What is the price in japan please and where would the best place to buy in kyoto be

Firstly, Canon don't make a 70-400mm F4 L IS lens. I think you must mean the 70-200mm F4 L IS.
You didn't say how much you can get the lens for in Sydney, but at dirtcheapcameras.com.au they sell for $1729.
At the moment, because the exchange rates are low for AUD, and the prices in Australia are pre AUD crash, you are unlikely to get the lens for much less in Japan. e.g. at BiCamera, it's 141,100yen or $1960AUD. The cheapest price in Japan is 109,380 yen or $1520.

The canon lens would almost certainly be more expensive to purchase from Japan.
That lens you want I believe was only a rumor someone made to follow in sony's footsteps?

You can get the lens sandy mentions for $1500 in Australia
