I saw a movie set in Tokyo within the last two years. Can't remember the title. It followed a teenage schoolgirl around in her day. She lived in a high-rise with her father. Mother was dead via suicide but there was some suggestion she was pushed off balcony by father. Lots of Tokyo youth scenes.

I don't think there was a suggestion that the mother was pushed off the balcony, but everything else looks just like Babel. In the movie, it was suggested that the police might be suspecting murder on the mother's case.
