Where can I find The Sims 3?

Does anyone know where I might be able to find The Sims 3 in Kyoto? It was released in Japan today, but I was unable to find it at Bic Camera. It's a PC game, by the way.
From what I've read, it doesn't seem to matter whether the game is in Japanese or English as there is an option to switch the language setting. Any truth to this?
