Would a 7 Day or 14 Day JR Pass be best?

Hello all,
I'm going to be in Japan for 2 weeks with 9 days based in Tokyo and 5 days based in Osaka so I'm wondering if a 7 Day JR pass is best or should I get the 14 Day pass? I expect most of the time in Tokyo will be in and around the immediate Tokyo area.
Any advice is welcome. Thanks.

A 7-day Japan Rail Pass pays off, if you make a round trip between Tokyo and Osaka by shinkansen. It is not clear from your first post whether you do so. For example, if you enter Japan through Tokyo, then go to Osaka and leave Japan through Osaka, then a rail pass will not pay off.
