Upon arrival at 9am, I want to deposit luggage at narita for maybe 3 hours and travel to the nearby unagi village.

Please advise how much it cost to deposit luggage and how to travel to nearby unagi village from narita .

Also need detail direction to the unagi shop.

I am not familiar with an unagi village, but luggage storage at the airport is explained here:

I've seen description of "unagi matsuri (eel festival)" held from mid-July to mid-August or so in Narita City, but am not aware of a village.

This festival apparently was held last year, but I cannot find any specific dates for this year.

I'm a local of Tokyo City,have not heard of Unagi Village in Narita.
That is not so famous among locals that it may be smaller than you expect.
I can not find any article of Unagi Village on website however have found an article there are many Unagi(and Japanese)restaurants along the road from Keisei Narita Staion to Narita Shrine.
If it is the same as Unagi Village or nearby Unagi Village,it is approximate 10 minutes from Narita Airport Teminal to Keisei Narita Station by Keisei Line.

There is a historical replica of a Japanese village called Boso-no-Mura. It is located near Ajiki, a few km west of Narita. Here is the website for the village:
