Kamikochi v. Norikura Highland

We will only have one day to visit the Kamikochi/Norikura Highland area (by car)and, alas, it will be at the end of November, when both areas are 'closed'. I'd like to know a) what 'closed' really means, i.e. how much is still accessible and worth a visit, or are the entire areas blocked off; and b) if we only have time for one of these areas which would be recommended. Many thanks.

The road to Kamikochi closes on November 15. Even before that, you can't go there by ca, but must use a bus or taxi. After November 15, it is theoretically still possible to go there on foot, but the street is closed.
I am not familiar with the Norikura Highland.
