Initially I thought this was completely garbled but on closer inspection some things make sense. But only part of it. It is a letter addressed to "Gene-san" (not English name Gene, but pronounced Ge-ne). But it is full of errors - do you happen to recognize some individuals' names mentioned here? I cannot tell where the names end and the rest of the sentences begin, so if you happen to know the names that would help.
