How to make gohei (or shime).

I know how to make the plaited rope for the shimenwa, but I cannot figure out how to make the gohei (those little white papers attached to the shimenwa). I am making it for the annual welcoming and planting of a tree between, my city and our sister city of Hofu City in the Yamaguchi Prefecture, to place on it. Please help.

Great idea!! It is better to use washi paper.
Before make a Gohei, you have to purify yourself first. Go to bath and cleanse yourself. Second, you have to purify the paper. Put small amount of salt on the paper and join your hands in prayer, say "Haraitamae, Kiyometamae" 3 times.

This is a easy way to purify.
I think it is better to ask to the local Shinto deity. There are many rules and ways to make.
In my opinion, Gohei is the arms for God. It coudn't use if it doesn't purify.
