Maybe a retail outlet will collect your PC, for example when you purchase a new one there.
But, retail outlets in Japan are not obliged to do so.
In Japan, household PCs are collected by
manufacturers for recycling.
As to a household desktop PC, they collect its main body and display (CRT display / LCD).

1. Find a PC recycling inquiry desk of the manufacturer of your PC, and apply for a recycle.

- The number of boxes and PC parts (e.g. main body and LCD packed in two boxes)
- The model no. of the main body (and of another part if asked)
- Your zip code (= postal code), address and e-mail address / phone no.
2. You get a shipping form of Eco-Yu-pack (postal parcel service) for each box.
3. Pack your PC part(s) and attach a shipping form to each box.
4. Take the package(s) to a post office or request a pickup by a postal worker.
If your PC part went on sale before 1 October 2003,
or you apply to PC3R Promotion Association because an inquiry desk of the manufacturer is not found,
then fees are required for collection and recycling.
In that case, follow directions by the manufacturer / Association on how to pay the fees.

You can visit a nearby post office and ask the staff of how to ship parcels and the correct zip code for your address.

Any location with an address in Japan is identified by its 7-digit zip code and address number (a part of an address composed of digits). Your full address is required to avoid mis-delivery.
