Univ offering PG courses in English

Can somebody please inform me names of Universities in/around Tokyo that offer courses in English (don't need any Japanese skills), I am interested in courses like Arts/Museums/Travels. I am already a post graduate so would like to enroll into PG or Phd Courses.
Also what would be fees for such courses. Any scholarship available for foreigners?
I am on Dependent visa (Spouse of non japanese), Would I be required to change to Student visa?
In case you know any association or place where I can get more information on this please let me know the same.
