I'm a student going to a university near Japan for a year in a few months... I have naturally thick, curly hair that I usually tame at home with lots of curl-based products (Pantene Pro-V Curl Defining Conditioner, Finesse Curl Care Mousse)

How hard is it to find things to HELP curls (not straighten them!) in Japan? How much is it to ship?

A lot of Japanese people have unruly curly hair, and hair care products for them do exist. But the closest to the products you named that I could find through the internet were the following items, which are all available on-line from Japan.

Just as an example, my (Japanese) husband has curly hair and he calms it down with Lucido hair foam which is available at most drug stores here in Japan. Younger males tend to use hair wax and straighten them with hair iron, but I assume that does not really fit your taste. Also there are various local mousse that is supposed to "make wavy hair look attractive" and they are available at most drug stores.

I'm not sure if they suit your hair, but I hope it helps. I wonder if other posters can speak from experience.

You asked "How much is it to ship?", but from where to where? From your home country to Japan? Inside Japan?
