For a long-term exchange student (10 months) living in Inage, what would you recommend in terms of train passes? I know that one you have to buy before you get here...? I'm very confused about this whole thing.

This depends entirely on your commuting pattern. If you can walk or cycle to school, you won't need a train pass. If you take a bus and/or train to school, a commuter pass will probably pay off.
Commuter passes are valid along a specific route (rather than within an area). These days they come in form of a Suica or Pasmo card, which also serve as prepaid cards.
Only if you regularly commute to a distant place by JR trains (and you come to Japan on a tourist visa), a Japan Rail Pass might become an option.
