I have a bike with a Gorin Rear wheel lock on it here in Japan. Someone stole my key and now I cant get my bike to move! Is there anyway to dismantle the lock or get a replacement key?

If you can break the key so easily, it would not be valid as the lock.
In other words, I do not think you can remove it so easily.

This happened to a friend recently. They took it to a local bike shop and explained that they lost the key, and the guy there cut the lock off and installed a new one. It helps if your bike is properly registered in your name, and bring a japanese speaking friend if your japanese isn't so good.
