Hokkaido winter getaway

Hi all, we are thinking of traveling to Hokkaido again this coming winter (Feb).

We are not ambitious - just want to spend some time at
1) Chitose Rera
2) Sapporo for snow festival
3) Otaru
4) Kushiro (optional)

We are thinking of Free and Easy travel on budget......
Experts out there, what are the best way of travel?

(driving is out because its winter)

what are the best way of travel?

I recommend to fly into Sapporo's Chitose Airport, visit the nearby Rera outlet mall, take a short train ride into Sapporo and make a side trip to Otaru. Then take a train to Kushiro and leave Hokkaido through Kushiro Airport.

If you leaving through Kushiro Airport is not an option, I recommend to drop Kushiro.
