Well, I don't know how underground these guys are, but Nujabes and Shin02 are the only ones I know. Nujabes happens to be my favorite Japanese artist. He doesn't rap, but he makes the beats. His beats are so good they don't usually need lyrics, but a few artists have worked with him.
