That's fine, the recepient will get it. (But if you were writing in Japanese, you would do it in reverse order.)
Be sure to include the postal code.

However, if sending it from an English speaking country, you would be required to write the address in romaji and in the order you have it for it to be properly processed by your country's postal system.

I dont find the address of Higashiheijo cho in Kyoto city, but if it's correct, then write such as
"XX Higashiheijo-cho, XXX-ward, Kyoto-city, Kyoto-prefecture, Japan"
note: Kyoto city consists of 11 wards or "ku".
