I am looking for a samurai sword smith in Shimane Prefecture?

Just as a pre-note: to take a true katana out of japan, you need a license. Takes a few weeks to process, plus $200 fee, and then the cost of the sword (of course).

To find the sword smith, go to "textile factories" like the Nishijin Textile Center, in Kyoto on the corner of Horikawa and Imadegawa, or anywhere that sells true swords, and ask around.

My father advise you to buy it from the foremost Master instead from the novelty shops. He hope you have knowledge in its caring. Price in range of US$50K to 100K.
