Can anyone please tell me if there are any Colleges or Universities in Tokyo that offer degree courses in Physical Education for gaijin males? Any information would be greatly appreciated. Thank you.

Whether you are gaijin or not does not matter so much. More important are your Japanese language skills and educational records in your home country.

As Uji says, there aren't courses aimed at non-Japanese. You can take an ordinary college PE course if your Japanese is good enough and you meet the other entrance criteria.
