Where can I buy the cheapest canon camera - IXUS in Osaka? Will it be more expensive if I buy it from Japan? Or I should buy it from Thailand? Where can I check the price in the internet?

I dont' known how much they are in Thailand, but the cheapest available Canon digital camera is the A480 which costs around 10,000 yen at discount shops and 12,000 yen at large retailers. You can check prices here:
