I am living in Japan, I want to start a business here, I want to buy products from Japan and sell to other foreign countries.
What is the way and how/where to make to License?

I work for an international trading company.
I don't think you need a specific license TO DO trading business.

For example, it's ok to buy a Japanese product here and send it abroad by International Postal Service or EMS or FEDEX or DHL without license.(Some products(weapons of mass destruction, antique cultural properties etc.) are designated unexportable, though)

When you ship out a products by container cargo ship or plane(I mean "not by Postal Service"), you must get an export permit each time from Japan Customs. Customs brokers do this process on behalf of actual exporters.
