You can take a look in their training free of charge. But a reservation is needed. And although tournament is not held, there is a spring tour held in several prefectures in April. So if you want to visit sumo-beya around Tokyo, you should make sure of the date you may visit. However, I don't know whether there are people who can speak English or not in sumo-beya. So when you make a reservation, maybe you need a person who can speak Japanease. Tour Schedule http://www.sumo.or.jp/eng/jungyo/schedule/index.htmlThese are some information of sumo-beya. ・Azumazeki-beya 4-6-4 Higashikomagata Sumida-ku Tokyo tel:03-3625-0033 visiting hours:7:00〜10:30 http://www.azumazeki.jp/watching.html・Sadogatake-beya 39 Kushizakiminami-chou Matsudo city Chiba tel:047-389-9235(Applications will be accepted from 10:00am through 4:00pm) visiting hours:8:00〜10:30 http://sadogatake.net/page013.html
