Transfer Visa status?

Hello everyone, i'm going to study in Japan (japanese language school), in Tokyo for 1 year and half.
The first 3 month, i'll study under short-term course of 3 months, so i will be under Temporary visitor Visa.
After the 3 months, in January, i will go on studying for an additional 15 months, BUT i will be asket to transfer my status to pre-college visa (since the temporary vis. visa will expire). Can i do the entire procedure IN japan (tokyo)?

Yes, you can. Changes of status like you describe are done at the Immigration office in Shinagawa. In some cases it may be necessary to leave Japan, but generally speaking the whole process can be done here.
