does anyone know what is the species of the bird of prey soaring over the Hasedera and Kamakura? thks.

I've found a clip which had filmed tobi at Kamakura.

And Kamakura city office warned people to pay attention to tobi when people eat foods in outdoor. The city office said they steal foods.

Tobi (aka tonbi) is Black Kite in English, scientific name Milvus migrans.

Hmm, maybe seahawks, that's the local english nickname for them, anyway,(least back when I lived near Yokosuka).. last poster probably got the real name right. :)
And YES, beware of them anytime eating outdoors! My friend and I were just walking down the street and she was enjoying a sweet breadstick she bought, and from behind, all I heard was a flutter of whooshing feathers, and a light bump on the back of my head---and her bread was gone!! The bird ambushed us from behind and grabbed it right out of her hand. We were screaming from the surprise, and even the little old lady walking behind us was cracking up.

I second the above- they are notorious food stealers. My father had a sandwich stolen out of his hand when he visited, and when my husband and I go to the beach we often buy pastries and slices of pizza to eat there, so after a couple of losses my husband always stands facing the tombis (they like to swoop from behind you) while eating!
