If you are going to Tokyo I know a few places in Machida, Tokyo that are cheap.
Don Quixote is a cheap as hell. I found a really awesome vest jacket (commonly worn y the youth in japan) for 20 bucks. Don QUixote sells clothes, electronics, home goods, bags, etc...kinda like a japanese costco (but less food).
Jam Pixie is a famous women's clothing store and I found shirts for like 10 dollars and even bought a flannel shirt for 6 bucks. Also you should try the mall above the train station (not JR, but the regular train). They have some reasonably priced stores like Honey for example (bought a super cute dress for 20 bucks).
And there are more expensive stores like machida 109. Also if you take time to walk around they have used clothing stores as well.
BUt IDK about TOKYO, TOKYO. Although there may be a jam pixie and don quixote there as well.
