Setup Japanese TV

I just bought a small 16 inc TV online. I dont read Japanese. I kept trying to setup, but it doesnt work. I have a few questions.

1. Do I need to contact NTT to open the "ground digital TV" channel ? or the channel has been terminated becuase of previous user?

2. Do I need to register B-Cas?

3. I was told that there is 7,000points can be claimed from the government? how to do it?

4. Do I need to pay for the TV broacasting license?
