I shall be visiting Tokyo Tech between June 15th to September 15th. I have a non-Japanese passport. Is there any kind of pass (for JR, subway and other transportation) I can buy, maybe at the airport?

You can buy a commuter pass for the route you will be commuting. There are 1-month and 3-month passes, providing a discount over regular fares if you typically make more than 15 round trips per month. There are further discounts in case of student commuter passes.
