There is a notary public's office in front of Takayama legal affairs bureau but I'm sure they are not good at using English. (Phone 0577-32-4148)
I think if you contact there and ask to hire a translator or interpretor, you'll solve your issue.
Or if I were you, I call to Takayama City office and tell your issue to someone speaks English. They will introduce the best way.
In this city, it is very hard to find English speakers in Public Office.
