I don't want to seem like Captain Obvious but haven't you got a friend/colleague/co-worker who you could borrow a phone number from? That's what I did when I first arrived in Japan and hadn't signed up for a mobile phone yet. Or better yet, you could just sign up for a Japanese incoming phone number on a service like Skype and list that as your phone number.
I think that would be a much easier path than to look for a bank that doesn't require a phone number, which I think would be darn near impossible.

u can use my old cell number if you want. It's a phone that's technically active, but it's prepaid, no minutes really. And not something I'm using at the moment.
Skype is a good idea too...
