Interpretation of a sentence

I was reading a Japanese text and came across this sentence:

心ず来なよ
決着つけにさ…

I can break it up and identify the component parts, but I'm not sure how to make a cognitive and meaningful sentence.

Any help would be greatly appreciated.

心ず来なよ, 決着つけにさ…
You must come...to settle(some unknown issue, disagreement, etc.).

I gleamed the notion that it was 'To settle something', and that the 'さ' denoted emphasis on the statement - But I was wondering about the way in which the sentence would be said. (i.e. ''It's time we settled this!'', ''It's time that we settled this!'' or whether it was more inline with: ''Next time we meet, let us settle this!'')

I am leaning towards the last option listed above (as '来' is present in the sentence.)

The reason this is important is that I am aiming to fully understand Japanese sentence structures and how to get across the 'true' (albeit subjective) meaning.

This emphasis at the end to me sounds like something like (a man saying this to another guy):

- You'd better come,
(you know what for, right?) to settle this for good... *grin*
