because last july 21 2010. we go to the tokyo regional immgration bureau and pass all the requirements. but until now the notice has not been delivered from me...

It depends on the exact type of visa, but the approval process can take weeks or even months sometimes. And with the Obon holiday period, expect things to take even longer.

Up to 3 months, or even more in some cases is not unusual for some visas- approval in 3 weeks of a long term visa isn't likely. Don't worry until at least 2 months have passed- then you might want to call and check the status of your application.
