I was warned by a KOBAN police officer the other day that skateboarding on ALL public roads and streets is illegal in Japan - at least i think that's what he said - but my friend said I was allowed to skateboard on pedestrian roads. Which is true?
Please state exceptions and punishments if caught.

Road Traffic Law Article 120 Those corresponding to below are fined 50000yen 4 Those violating Article 76-4
You can do it at the park. If you live in central Tokyo, it will be difficult to find "non-busy" street.
