Is there any substantial difference between the expressions "tanoshimi ni suru" and "tanoshimi ni omou"?

"tanoshimi ni suru" is equivalent to "to look forward to" while"tanoshimi ni omou" could mean either "to look forward to" or "to think/feel that xxxxx is something to look forward to".

And the latter is far less commonly used compared with the former.
