is "i am new to Japanese" written "watashi wa nihongo o koto ga atarashii desu"?
does "hanasu" and-or "gengo" be involved in the above?

also is "atarashii"'s masu form is "atarashimasu"?

The "..be new to..." cannot be expressed using "atarashii." You'd have to phrase it like "I have just started learning Japanese."

- (Watashi wa) nihongo o benkyo shi hajimeta bakari desu.

hajimeru/hajimmemasu = to begin, to start
.... (ta) bakari desu. = I have just started...

Or, "I am a beginner in Japanese."
- (Watashi wa) nihongo no shoshinsha desu.
"shoshinsha" = beginner, beginning learner

About "atarashii", it is an i-adjective, so to make it into the polite speech form, it will be "atarashii desu."

Also you can say "watashi wa nihongo
wo narai (or manabi) hajimeta bakaridesu".
eigo wo narau/manabu= to learn English
It is a common way to say.
