Please advise, where i could buy in Tokyo a used or cheap outdoorwear such as blouse, jacket, pants or ski suit and especially BOOTS. Also I need to find two couples of a stick for walking or ski pole.

You'll find that at the Kanda sports store area.
It's along Yasakuni Dori, west of Ogawamachi subway station.
In paticular, there a London Sports outlet store about 50m along te southern side of Yasakuni Dori. Thy sell sports clothes and shoes, skis, snowboards and boots, while upstairs there is ski/snowboard jackets/pants, gloves and outdoor gear.
