It is not a complete address! The name of the city ward is missing. And something with the number sets seems wrong, too. Furthermore, the postal code is missing.
My guess for a correct address is as follows, although there are too many numbers:
1-2-34-567 Fukiage, Chikusa-ku, Nagoya-shi, Japan
And the postal code would be 464-0856.
