so I asked my friend overseas to call me in my number here in Japan. She tried inputing 00+81+area code+my number but she just can't call me. I wonder if prepaid phone by softbank really is not meant to be reached by international calls?

It should work. Did your friend drop the first zero in your number? If not it would have errored.

For example, if your softbank number is 090-XXXX-XXXX then your friend should dial:

00+81+90-XXXX-XXXX

That is assuming they are calling from the Philippines. If they are calling from another country the first two numbers (00) might vary.

Canada's international access code is 011 so she should dial 011+81+90-XXXX-XXXX instead of what I wrote above.
