You mean you want to buy COSPLAY outfits?
Animate flagship store Ikebukuro has some outfits.
There is also a place called Nakano Broadway, I haven't been there myself but it sounds like the Mecca of all things anime.
If you are meaning for a small child then Toys R Us Sunshine City building Ikebukuro has costumes for children.
