Dear people,
I am a foreign student in japan and would like to get VISA electron or VISA debt card to use it for online shopping. I have been looking for banks which offer this, but still cant find. I would appreciate if you could let me know about this.

Rakuten Bank (what used to be "E-bank"), Suruga Bank, and Resona Bank offer Visa debit (I guess that's what you mean) card in Japan. You could try with Rakuten Bank.
