Is there any type of plan for me to buy at japan(osaka) that i can use to make phone call home. Something like a top up value card. Which mean how much value u top up = how many minute u can use to make a call. Is yes, how much is it.

It sounds like you a looking for a prepaid sim card. Those can be rented at Kansai International Airport from the softbank kiosk. Note that your handset will need to be unlocked and must be able to operate on Japan's cell networks. http://www.softbank-rental.jp/
