May I assume that all those phrases are for use in restaurants?? Otherwise please give the context, because the wording can be completely different.
''I want what he's having'' - Ano hito to onaji mono wo onegai shimasu. (I'd like to have the same thing as that person over there.)
''May i get 5 random items'' - Go-shina mitsukurotte kudasai. (Please put together five items as you please.) You are likely to be asked for your preferences, I'd say.
''I have (X) amount of money, i would like to spend can you give me food of your choice for that amount'' - X-yen arimasu. Kono kingaku inai de, tekitou ni erande moraemasu ka. (I have X-yen. Could you pick some things up to this amount.)
for ramen how do i ask for the bigger portion... "big portion" = ohmori
