You mean just regular wheat flour? You can buy it at any super market and grocery shops. It's called Komugiko 小麦粉 こむぎこ.

If you've tried regular flour and its not working out for you, then try looking for bread flour or "hard" flour. Those have more gluten in them and may behave more like Indian wheat powder.
