Hello
Lots of restaurants offer discount at lunch time.
What is the regular time of day that is? 11-12 o'clock?
Is it usually the same time for all restaurants?

That is up to the individual restaurant.
But "usually" lunch time starts at 11:30. As most office workers go out to lunch for one hour sometime between 11:30 - 13:30, and the restaurants want to take in other more leisurely customers as well, I would expect "lunch time" for many restaurants to be from 11:30 to 14:00 or 14:30.
For actual offers and time, you will need to check with individual ones, and while some places offer "lunch set menu" or all-you-can-eat, it simply means that it is less expensive than at dinner, and might not really be any "discount."

Yes, lots of restaurants offer great bargains at lunchtime; particularly medium-priced restaurants that might average Y5000 at dinner typically will have lunch menus starting at Y1000 or so. At less expensive restaurants, many charge Y600-800 for lunch specials.
The most common lunch service time for restaurants is 11:30am-2pm, although it varies a bit from place to place. Noon-1pm is the most crowded time, as that's when many offices have their set lunch hour.
