If an American is coming to Japan for business, what are the requirements? Does Japan allow them to live there for 3 weeks, come back home for a week, then leave for Japan again?

If it's a business trip (such as holding meetings with potential clients, etc.) and your income is derived solely from your US employer, that should be covered by Temporary Visitor Status. If you are going to set up an office, run up sales, etc., then that would be a different matter.
