I have a iphone 4 from Japan carrier is SoftBank. Was wondering if I can pay a fee and get it unlocked for good???

Unfortunately Softbank does not currently unlock out of contract iphones. They have also stated that they have no plans to offer unlock services in the future. Instead you may be able to unlock it by the regular means.
