You can install Skype in Japan like in any other location in most of the world.
Just go to the Skype website, download and install the program.

your question is not really clear. Skype, the program itself is free like in any other country. Phone call from skype to skype don`t cost anything. But you need an internet connection for that of course. And that costs money, be it for a home computer or a smartphone.

Skype to Skype (via internet connection) is free as everywhere in the world.
But you can also call from your computer via Skype to a cellphone or regular phone. That of course is not free.

Yeah what tech said above. It worked for me exactly the same as anywhere else. I put some money into my Skype account so I could call landline phones, but I also called other Skypr-enabled devices for free.
