Since I will not be passing through Incheon Airport on my way to Japan this time, I am wondering if I can buy Korean chocolates in the Tokyo/Yokohama area.

Dawn,
I've seen Korean chocolate at Don Quijote discount stores (Akihabara, Shinjuku, Ikebukuro, and elsewhere), but the supermarkets in Korea Town next to Shin-Okubo Station will have a larger range, with oddities like chili-flavoured chocolate.
I think Narita Airport also has a shop with chocolates and souvenirs from all over the world for people who forget to buy stuff while they are abroad.
